有关tomcat集群问题

我现在用tomcat做集群，用的是LINUX AS5的操作系统，具体的配置如下：

但实际我编了一个Test放在webapp下，启动tomcat的时候总是提示Manager [/Test]: skipping state transfer. No members active in cluster group.
我已经开通了组播，还是没办法解决问题
请教有什么方法解决？？？
