看一下，然后自己试着改改。

Please check that your locale settings: ... are supported and installed on your system. 这句话就是说让你检查你的 locale 设定。

控制面板--->区域选项-.
控制面板--->区域选项--->常规
看看“你的区域设置”和“系统语言设置”项

解决方法:
Ok, following that thread I found that a number of the LC fixes listed
did not work under Darwin. But "LC_ALL=C ; export LC_ALL" does fix
the problem with Perl.

我现在没有win系统，你不妨将你的perl安装文件转移到另外一台机器装装看看
