用rsh执行top命令，出现dumb不认识

我用rsh在另外一台机器上执行top命令，报错:
$rsh -l root fred top - n 1
Unknown terminal "dumb" in $TERM
是为什么呢，如何解决呢？
也只发现运行top命令才会出此问题，因为当写入文件时，top会找dumb终端.

以下是inittab中的相关配置
