php为什么不能传第变量get和post 都不行

我安装了如下软件
1.mysql-3.22.32
2.apache-1.3.26
3.php-4.0.6
4.imap
5.squirrelmail

get和post都不行。
据说要修改php.ini文件但我在php安装目录下找不到
