Why can not connect to other oracle db?

Why can not connect to other oracle db?

When I use netca test a netservice , it always show follow error message:

Connecting...ORA-12560: TNS:protocol adapter error
The test did not succeed.

You may change server's IP after oracle listener started

restart listener:
lsnrctl stop
lsnrctl start
